Minutes: January 11, 1994 - EMERGENCY MEETING of the Board of
Selectmen and Finance Committee

Selectmen Attending: Robert Andrews, Joseph Frisoli, Chair of the
Meeting and Catherine Kuchinski, Clerk; Judith Murdoch arrived
7:50pm.   Finance Committee Members: Paul Vaitkus, Chair, Barbara
Burt, Robert Sutter, Roger McGovern, Linda Wyman, Arthur Brasill.
Also attending: Joseph Nugent, Executive Secretary to the Board
of Selectmen, Highway Surveyor Richard Harris.  

     Frisoli called the Selectmen meeting to order at 7:35pm with
Vaitkus doing the same for the Finance Committee.  When asked,
Nugent stated that Marion Elms called all members and posted this
as an Emergency Meeting.

    Frisoli then asked Harris to explain the nature of the snow
emergency situation.  Harris announced that the budget allocated
at town meeting was depleted.  He has spent: $4,713 for snow plow
blades; $22,089 for sand; $26,966 for plowing; $3,900 for rental
of sander.  Balance left in the account approximately $100.00.  
With two more storms expected this week he anticipates expending
considerable more monies.   Motion 1/11/94.1: move to declare a
snow emergency situation whereby the highway surveyor is allowed
to expend funds to carry out his duties for snow removal.  Motion
made by Andrews with second by Kuchinski.  Motion carried 3-0.  
The Finance Committee considered the same motion made by Sutter
with second by Wyman.  Motion carried 6-0.

Frisoli requested Harris to explain why Town trucks where seen
sanding Ferry's gas station. Harris stated that two businesses in
town (Ferry's Automotive on Liberty Street and Prario's Station
on Main Street) are assisted when he can because these two
businesses have been cooperative for truck materials and 24 hour
parts and gas service for town machines in emergency situations.  
Murdoch arrived during this discussion.  No one voiced any
difficulty with the agreement as explained.

Some sanding of other businesses. Harris stated that he had
allowed several other business locations to be sanded because the
extreme temperature drop so quickly made several locations quite
unsafe for the public.  Harris and the Selectmen did not want the
public or the assisted business to believe that extended courtesy
to be considered a constant action for the future.

Sound budgeting. Murdoch called for a more accurate figure in the
budget.  The average expenditure over the last five years has
been $90,000 and we do not meet that figure.  Previous budget
strategy is completely understood, however, it is not an accurate
picture for budget decisions by people who attend Town Meeting.  

Motion 1/11/94.2: move to adjourn.  Motion by Andrews, second by
Murdoch. Motion carried 4-0.  Same motion for FinCom: by Brasill,
second by Wyman. Motion carried 6-0. Both adjourned at 8:05pm.
